Jeffrey L Bemoras Principal, Advanced Funding, a division of CareBond Direct

A 1983 graduate of Drake University, Jeffrey began using his Bachelor of Science in Actuarial Sciences and Finance degree when he joined Blue Cross and Blue Shield of Illinois (BCBSI) as a Senior Director. In this capacity, Jeffrey was responsible for strategic major and national account pricing, as well as marketing and sales. While he also developed and was responsible for strategic Consulting House relationships, Jeffery engaged in coordinating identified business unit activities with major and national account marketing teams and national actuarial and underwriting divisions. Working with national account executives, Jeffrey shared responsibility for enhancing client relationships to ensure accurate implementation of developed-pricing modules for national and local clients such as: Ameritech, American Stores, UPS, AT&T, as well as Will and Cook Counties.

 

In 1994, Jeffrey joined the International Planning and Analysis Center (IPAC) as the Senior Vice President and Principal Executive of the International and Domestic Health Care Consulting Practice. In this role, Jeffrey developed new business strategies for the Health Services Group and engineered the merger of the Harvard Medical International (HMI) and the German Medical Corporation (GMC). This merger led to the building and management of the first private hospital in Hanover, Germany.

 

Jeffrey partnered with CareBond Direct to fully roll out the Advanced Funding Program. Using his thirty-one years of experience in the diverse fields of health-care management, marketing, and the actuarial and financial sectors, along with his experience in negotiation, managed-care product development, pricing, and the development of sophisticated reporting architectures enabled Jeffrey to structure and implement the Advanced Funding Program. To date, there have been approximately $4B in Advanced Funding Transactions executed in the United States.

Chris Stepuszek, CFA Principal, Advanced Funding, a division of CareBond Direct

A 1981 graduate of Creighton University with a Bachelor of Business Administration, followed in 1985 with an MBA in Finance, Chris has spent thirty-three years in the financial industry as a management professional. Chris’s extensive knowledge in portfolio management, asset allocation, attribution analytics, and securities analysis coupled with his FINRA Series 3, 7, 63, and 65 licensures have developed Chris’s expertise in designing and executing strategic operational, technical, and business programs to increase assets while minimizing expenses.

 

In 1986, as a Vice President with New York Life Insurance and Securities, Chris cultivated a comprehensive knowledge in all lines of health, life, and annuity products. Specifically, Chris developed and maintained the pension and ERISA aspects of Taft-Hartley and defined contribution plans. In 1990, Chris became a Senior Vice President with Paine Webber, Inc. where he oversaw the management of 60 different entities including school districts, labor unions, and high net-worth investors with assets totaling more than $100MM.

 

In 2005, Chris began as Vice President of Sales and Client Services at Brandywine Global Investment, LLC. While overseeing 52 client relationships totaling more than $2.5B in assets, Chris also increased assets by $1.8B. At Brandywine, Chris managed and maintained relationships with key decision-makers from municipal, corporate and trade unions. Chris’s management included all facets of the experience from the initial presentation and close through strategic investments and long-term account management. While maintaining client relationships, Chris utilized attribution, capital markets, as well as equity and fixed-income research to develop financial models and metrics. Chris’s acumen in the arenas of product research and development has led to his partnership in the development of the Advanced Funding Program.

Kevin Frew Chief Strategy Officer

Kevin is Co-Founder and CSO of DirectCARE and excels in providing healthcare entrepreneurs and businesses long term support in their growth and innovation efforts. Typically engaging in roles that begin with an operational assessment and a focus on aligning disparate products or service offerings to produce new companies, new markets and new growth opportunities.

Kevin has led teams in the financial services, technology, and employee benefits industries as an executive in various strategy, business development, consulting roles. After leading a regional third party administrator and general agency into diversified product offerings such as payroll, workers compensation, and association health plans with responsibilities for wholesale broker distribution and direct sales; Mr. Frew built a model to bring cost containment and population risk management solutions to market through Health Plans, Third Party Administrators, Hospitals, Providers and Large Employers with an aim to create an ecosystem of partners whose value proposition transcends the needs and competing interests of a Hospital as a Employer, a Provider, and a Health Plan.

 

Mr. Frew has held several advisory board positions for early stage companies and worked closely in numerous roles for non-profit organizations including Tewaaraton Foundation, Greater Washington Sports Alliance, Winners Lacrosse and Global PTSi Foundation.

Mr. Frew earned his Bachelor of Science in Economics and B.S. in Management in Society from University of North Carolina, Chapel Hill.

Tom Dolsak Chief Executive Officer, DirectCare

Tom is the co-founder and CEO of DirectCARE a health plan optimization and risk management company. He works directly with employers, health systems, consultants and healthcare companies. Prior to DirectCARE Dolsak was President of Healthcare Strategies, a national medical management healthcare technology company where, for five years, he stabilized operations, solidified the client base and created unprecedented growth through disruptive innovation.

 

Dolsak started his career in the United States Army. Serving as a combat medic and nurse, where he special- ized in surgical intensive care and cardiovascular surgery. Leadership roles have been consistent throughout Dolsak’s career, serving at WEB-TPA, the Dallas-based administrator and provider of proprietary technologies within the benefits industry and at Gentiva CareCentix where he was an integral part of the early development of their medical management solution. He has held C-level positions for companies focused on population health, provider contracting, healthcare administration and data solutions for self-funded employers, health systems and government agencies.

 

Dolsak speaks regularly at industry events, most recently at the International Foundation of Employee Benefits and Nation Labor Coalition. He has served on the board of the Health and Welfare Trust for the Saint Lucie County Fire District and the Healthcare Advisory Board for the Saint Lucie County School District. He has a nursing degree from the United States Army and graduated from Northeastern University with a Bachelor of Science in Health Management.
